Pliny (the Elder), writing in the first century CE, wrote they were intended to "elevate above the ordinary world" created as a constant visual reminder of the Triumph - an act of sanctification of a completion to a successful foreign war. A general who achieve all the elements of Rome's highest order was indeed one to watch and his glory one to bask in!
